Shared ARC Programme: 2025 Round-Up and 2026 Outlook 

Executive Summary 

The Shared Alarm Receiving Centre (ARC) Programme accelerated in 2025, continuing to deliver a scalable, collaborative platform for telecare monitoring across Scotland. As we reflect on the year, we celebrate the key achievements and look ahead to 2026 and to welcoming additional adopters onto the platform. 

Progress in 2025 

• Platform Implementation: Successful go-lives in Angus, Perth and Kinross, Bield (including Inverclyde and Renfrewshire and over 50 partnership organisations), Aberdeen City, Aberdeenshire, Moray, Stirling and Clackmannanshire, bring the total number of adopters to 19. 

• Awards & Recognition: Won the TSA ITEC Partnership Award, highlighting sector-wide collaboration.  

• Data Standardisation: The Telecare Information Framework (TIF) implementation project is underway to introduce a standard for data collection across Scotland, with the majority of TIF fields now embedded into the Shared Alarm Receiving Centre platform. 

Conclusion 

The Shared ARC Programme is now a proven model for collaborative service delivery. 2026 will focus on scaling adoption, embedding the Telecare Information Framework (the TIF) and working with adopters on innovation.
