Announcing the Fixed Telecoms Modernisation Charter: Protecting customers through digital transformation

Announcement. Digital Telecare. 31.03.2026

The UK telecoms industry has taken a bold step forward with the launch of the Fixed Telecoms Modernisation Charter, published on 24 March 2026. This landmark policy sets out clear commitments from leading Communication Providers, Network Operators and Wholesalers to safeguard customers during the transition from copper and analogue networks to faster, more reliable fibre and digital systems.

Why does this matter? As our homes and businesses increasingly rely on digital connectivity, this Charter ensures that nobody is left behind, especially vulnerable customers and those using life-critical services. Signatories like BT, Sky, Virgin Media O2, Vodafone, Three, Openreach and others have pledged to deliver early warnings, repeated communications, and at least 60 days’ notice before any changes affect customers.

The Charter is all about putting people first. From guaranteeing alternative technology options to paying special attention to telecare users and critical national infrastructure, industry leaders are working together to ensure a smooth and safe migration for everyone.
