BT, VMO2 and the UK Government Launch National Telecare Campaign.

Scotland's Progress

Since 2019, the Digital Office has collaborated with Scottish Telecare Service Providers (TSPs) to prepare for the transition from analogue to digital from December 2025. Our goal since inception has been to support TSPs to implement changes by sharing information and building communities to create stable, resilient, and future-proofed telecare services across Scotland.

As of May 2025, 78% of alarm connections were fully digital or digitally capable. Due to efforts led by the Digital Office Digital Telecare Programme over the past six years, Scotland has made huge progress towards the analogue to digital migration. With the adoption of the Shared ARC Platform, a national initiative led by the Digital Office, many more TSPs are expected to accelerate their transition to digital telecare.

We are delighted with the position Scotland is in as we approach the initial 2025 deadline, and it is encouraging to see the urgency of this transformative switchover being recognised across the UK. To support your communications with service users, we’ve included key information about the BT, VMO2 and UK Government National Campaign, along with a refresher on the Digital Telecare Playbook and Stakeholder Engagement Pathway; highlighting the templates and guidance available to you.

Background on UK-Wide Campaign

BT, VMO2 and the UK Government have launched a National Telecare Campaign running from the 2nd June to the 31st August 2025.

The campaign is a call to action for telecare users across the UK; encouraging them to contact their landline provider as soon as possible, to let them know they use a telecare device. The campaign stresses the importance of working together to ensure that every telecare user is supported through this change.

LGA Digital Switchover Hub

To support the launch of this National Telecare Campaign, BT has produced a comprehensive Partner Toolkit which is available through the LGA Digital Switchover Hub, linked below.

 In order to amplify the campaign locally and nationally through your own communication channels, BT, VMO2 and the UK Government are offering this toolkit for anyone to use and share through those channels. The toolkit contains both physical and digital assets, as well as guidance on how to use those assets to ensure consistency and clarity in the message to telecare users.

Digital Telecare Playbook

The Digital Telecare Playbook offers a structured approach to transitioning to digital telecare services, ensuring smooth implementation and effective communication with stakeholders.

For additional context in communicating to Scottish audiences, the Stakeholder Engagement Pathway assists in conveying changes to groups like citizens through three phases: Discover, Plan, and Do.
