Glasgow City Health and Social Care Partnership Awarded Gold Level Two Digital Telecare Implementation Award
Digital Telecare for Scottish Local Government are delighted to confirm that Glasgow City Health and Social Care Partnership (HSCP) have been awarded the Gold Level Two Digital Telecare Implementation Award in recognition of the recent progress of their analogue to digital telecare transition project.
To achieve the Gold Level Two Implementation Award, a Telecare Service Provider must have successfully rolled out a live digital telecare service to 50% of service users and is operating successfully without serious issues or call failures for at least 6 weeks.
Glasgow City HSCP provides a vital Telecare Service to over 8,800 service users across Glasgow, including tenants supported by 6 Registered Social Landlords. The service provides critical assistance and emergency response, enabling people to live safely and independently at home.
Over the past year, Glasgow City HSCP have made significant progress in their journey to transition their telecare service from analogue to digital, ahead of the UK-wide digital switchover. Achieving the Gold Level 2 Implementation Award marks a major milestone in this project. It follows the successful migration onto the Enovation UMO digital alarm receiving centre (ARC) platform, and the rollout of digital telecare services to 50% of service users.
This achievement is the result of Glasgow City HSCP’s collaborative working with CGI, their IT service provider, who they partnered with to design and implement the digital telecare solution. Glasgow City HSCP have also worked closely with the Digital Office for Scottish Local Government, and note that their ongoing support and assurance has been invaluable throughout this transition.
With a committed project team in place, and strong collaborative relationships with CGI and the Digital Office, Glasgow City HSCP gained momentum and reached this important stage in their implementation. Achieving Gold Level 2 reflects the HSCP’s commitment to deliver a modern, person-centred digital telecare service.
Their focus is now on scaling up our deployment to ensure a full transition to digital telecare by April 2026. This includes accelerating their device replacement programme, completing the roll out of digital dispersed alarms to remaining service users
These next steps will support them in working towards the Platinum Implementation Award and, most importantly, ensuring a resilient, future-proof telecare service for the people of Glasgow.
Stephen Fitzpatrick, Assistant Chief Officer Older People’s Services and South Operations at Glasgow City Health and Social Care Partnership said: “This achievement is a testament to the dedication of our teams and partners in ensuring that the people of Glasgow can continue to live safely and independently at home. The move to digital telecare is not just about modernising technology — it’s about delivering a more resilient, person-centred service that that meets people’s needs now and in the future. We remain committed to completing this transformation and working with our partners to deliver the best possible outcomes for those who rely on our service.”
Gordon Bryan, Head of Care Services at Glasgow City Health and Social Care Partnership, said: “Achieving Gold Level 2 is a testament to the dedication and hard work of our alarm centre and project team, whose commitment to delivering change and thorough testing has been vital to our success. This milestone also reflects the strength of our collaboration with Enovation, our digital telecare platform provider, and CGI, our trusted IT partner. Together, Glasgow HSCP has built a more resilient, person-centred telecare service that supports thousands of people across Glasgow to live safely and independently at home.”
We extend our wholehearted congratulations to Glasgow City HSCP and look forward to continuing to work with them as they progress towards the Platinum Digital Telecare Implementation Award.
