Health and Social Care Moray Awarded Gold Level One Digital Telecare Implementation Award
Digital Telecare for Scottish Local Government are delighted to confirm that Health and Social Care Moray has been awarded the Gold One Digital Telecare Implementation Award in recognition of the recent progress of their analogue to digital telecare transition project.
To achieve the Gold Level One Implementation Award, a Telecare Service Provider must have implemented a fully operational digital alarm receiving centre solution as well as rolled out a live digital telecare service to at least 20% of service users. This is the third major milestone in the analogue to digital transition and lays the foundation for the future of digital telecare.
Moray currently supports 1,364 active community alarm connections, offering a range of telecare peripherals such as smoke, heat, and fall detectors, as well as bed, chair, door, and window sensors. Since 2021, digital-ready devices have been deployed as standard, with analogue alarms used only in areas with poor mobile coverage. Following a pause during the pandemic, the analogue to digital telecare project resumed in late 2023 with a shift away from like-for-like replacements. Instead, the team collaborated with the Digital Health and Care Institute to explore more proactive and preventative digital solutions. Analogue deployments ceased in early 2024, and client documentation was updated to reflect that digital alarms would not be installed where mobile signal is unreliable.
With the launch of the digital ARC hosted by Aberdeen City Council in July 2025, nearly half of Moray’s live devices are now fully digital. The team has updated eligibility criteria to manage referrals and prioritise existing clients’ safety. As older analogue alarms fail, they are being replaced with digital devices, pushing the service past the 50% digital threshold, qualifying Moray to apply for the Gold Level 2 award. Despite not having a dedicated Telecare team, staff at the Joint Equipment Store in Elgin have gone above and beyond to support the transition, with strong backing from digital provider Possum throughout the migration.
