Meet Martyn, our Chief Digital Officer. Martyn founded the Digital Office back in 2016 to create and support accelerated digital change in partnership with Scottish councils in delivering critical front-line services whilst also balancing budgets. Martyn is the Senior Responsible Officer for Digital Telecare, working in close partnership with Technology Enabled Care, Scottish Government and Health & Care colleagues. Alongside his Digital Office duties, Martyn is chair of the Scottish Government’s Digital Identity Programme.
Before founding the Digital Office, Martyn enjoyed a rich and varied career, consulting with Private and Public Sector clients, whilst working for tech companies including Capita Secure Digital Solutions, Telefonica O2UK, BlackBerry, Computacenter, and Compaq - leading on digital innovation projects that drive real change.
A sought after speaker, Martyn has delivered keynote presentations all over the world focussing on Digital Transformation with his industry standing recognised by the many awards he has received including top 100 CIO’s in the UK, Regional Digital Leader (digileaders.com) and top 100 most influential people in UK IT (computerweekly.com)
Meet Colin, our Chief Technology Officer. Colin has been with us from the start, partnering with Martyn to establish and grow the office. Colin brings a strategic and technical focus to the role, delivering improved outcomes from data and technology. A champion of collaboration, Colin’s work with colleagues in COSLA and Scottish Government is focussed on delivering national digital and data strategies, including the Digital Strategy for Scotland and the Health and Care Data Strategy. He leads our efforts on digital assurance and architecture for initiatives that impact on local government, and oversees our work on data, IoT, and common solutions. Colin's role with the Digital Office is part-time, the other half of his time is spent as the Chief Digital Officer for Glasgow City Council.
Meet David, the Business Relationship Manager for Digital Telecare, leading the team responsible for delivering Scotland’s Digital Telecare transformation programme. With a vast portfolio of experience, David has previously worked as a senior leader with Edinburgh Health and Social Care Partnership for over a decade. With a Post Graduate Diploma (PGDip) in Public Sector Leadership, you’ll find David focussed on Strategic Planning, Business and Organisational Development and Change Management within the Digital Office.
Meet Colin, our Programme Manager for Digital Telecare. A vital part of this transformation unit, he leads the liaison with communication providers and our telecare partners in England and Wales. Prior to taking up this role, Colin could be found leading digital transformation projects across the public sector.
Meet Dave, our Chief Information Security Officer. You’ll find Dave leading all aspects of Digital Office cyber security and information governance, alongside providing support and guidance to members of the digital partnership. With 25 years experience leading ICT, digital development, and cyber security projects, Dave is dedicated to the mission of making local authorities secure - promoting a "Once for Scotland" approach to cyber security.
Meet Vivien, one of our Project Managers for Digital Telecare. Vivien supports Telecare Service Providers with their move to digital services. She provides vital help with issues whilst also working on a range of external innovation projects within Scottish Local Government including the socio-economic framework for telecare and as part of the steering group for DigiFest 2023. Vivien also works across our Digital telecare Playbook - developing a new Glossary that has since been adopted by Openreach. She has a wealth of experience working within a HSPC, alongside her extensive business and financial background working within the insurance industry when she managed the family insurance consultancy business and building society agency for many years. Vivien is also Prince 2 and Agile certified making her perfectly placed to manage our telecare projects
Meet Sam, our Digital Telecare Project Manager. With a strong background in commercial, compliance, governance and finance, her experience has been gained working across the IT, energy and education sectors. Sam is the operational lead for the Shared ARC Programme, with her project and operational input proving to be invaluable in supporting our internal and external clients and customers.
Meet Chris, our Project Manager for Digital Telecare. With over a decade of experience, Chris is driving the transition from analogue to digital telecare. With an MSc in Strategic Project Management, Chris works collaboratively with key stakeholders across the public sector, developing innovative solutions that lead to effective outcomes. At the forefront of new ways of working, Chris has achieved Prince2 and Agile qualifications and is undertaking learning on PowerBI reporting. You’ll likely come into contact with Chris through Telecare Service Provider engagement meetings, working groups and through his work with our Digital Telecare Playbook.
Meet Isla, our Content and Engagement Manager for Digital Telecare. Raising awareness for internal and external stakeholders, Isla translates complex concepts into clear, concise, and engaging content. With a wealth of experience in content creation, digital marketing, and stakeholder engagement, Isla is a member of the Chartered Institute of Marketing. Always at the forefront of marketing trends and developments, Isla is passionate about creating content that empowers and inspires others. Through sharing success stories, case studies and video content, Isla gets our message heard by informing audiences and inspiring action.
Meet Fiona, one of our Project Managers for Digital Telecare. With over two decades of experience working within various sectors in Local Government, Fiona is supporting the analogue to digital transition. She has a BA in Applied Professional Development, focussing on change management, as well as experience in project delivery using Prince 2 and Agile methodologies. She has developed excellent working relationships over the years which will prove useful to support partnership working during this digital transformation process.
Meet Sharon, one of our Digital Telecare Project Managers. With an emphasis on housing sector engagement, Sharon’s passion lies in using technology to support independent living. With 20 years experience in telecoms and a further 20 managing Bield's Alarm Receiving Centre (ARC), Sharon is perfectly placed to support the migration from analogue to digital telecare - a role she has previously undertaken at East Renfrewshire Council. With her focus firmly back on housing, Sharon is actively engaging with colleagues to review service offerings, develop digital solutions and move things forward.
Meet Hayley, our Project Coordinator for Digital Telecare. Hayley facilitates a number of projects across our Digital Telecare programme, putting her business support experience in a range of industries to good use. Prior to joining the team, Hayley provided administrative support for Graduate and Degree Apprenticeships within a University. Now, Hayley is delighted to be part of the Digital Telecare team, offering comprehensive support as we progress along our transformation journey.
Meet Bex, one of our Project Coordinators for the Digital Telecare Programme. A project and business support professional with extensive experience working in local authorities across Scotland. Bex is always on hand to make things happen - assisting our team with project coordination. Prior to joining the Digital Telecare team, Bex worked in a Finance role and holds qualifications in Change Management, Agile, PM, Hospitality Operations and Finance.
