Scotland is approaching a pivotal point in its transition from analogue to digital telecare ahead of the PSTN switch-off in January 2027. This national review from March 2026, highlights both the scale of services and the significant progress made. With over 90% of analogue alarms replaced and all HSCPs now connected to digital, largely cloud-based Alarm Receiving Centres (ARCs), this is improving resilience, enabling shared capacity and supporting better data through national frameworks.
However, variation remains across services, including differences in referrals, reviews, charging and workforce capacity. The biggest challenges are within housing and grouped schemes, where legacy systems and costs continue to slow progress, although more flexible approaches are emerging.
Overall, Scotland is transitioning into a digital “business as usual” phase, with strong foundations in place to improve resilience, data quality and person-centred care.
